Thanks for the great ideas and suggestions! I made a call about the new rules. I'm waiting to hear back.

In the past I have always made rail runners. With the addition of new rules this year it looks like rail running may not be an option. "NOTE: Axles may not be altered. Be sure axles are mounted to allow wheels to run straight." My first thought was to cant the back wheels as usual and narrow...
