As a matter of fact, I'm the Vice Chair of the Council Activities Committee for the Greater NY Councils, and it's my team who've been spinning this thing up!
I'm really psyched for this weekends races, we're going to have a really cool event. You'll be able to watch it live here:

I see a bit of talk about oil/no oil, axles and wheels, etc... on the forums. This years race is our first go with a 3 year plan to turn it into something really special, so our rules will evolve and allow for more flexibility as the event matures and we have more time to plan. We'll be doing oil, proxy racing, adult races and much more soon.
As it stands today we have Scouts coming from as far away as Arizona, California, Tennessee, Virginia and Indiana. Being in Times Square is an enormous challenge given that ~10,000 people walk past this spot each day. The logistics of the race are just nuts; nothing taller than 10' high on the site, significant electrical restrictions, a NYC planner review of the site plans with out-of-this-world permit fees - I could go on and on, but you get the idea. It's definitely not a church basement event!
At the end of the day, the goal of the race is to show the boys a great time and raise awareness of Scouting both locally and nationally. This year we'll have two local TV stations doing cover stories, next year we think ESPN may pick it up like they do a few other one of a kind events like the July 4th Hot Dog eating contest at Coney Island.
