Are Cheetah wheels legal for these rules?

I'm building a car for a league with a "Limited" division that has these wheel rules:

3) WHEELS
A. BSA wide wheels are the only wheels allowed for the Limited Division.
B. Wheels may be lathe turned, polished and/or sanded to true the tread surface, diameter, and the edge of the tread.
C. Some of the decorative markings at the edge of the tread area must remain visible around the entire circumference of the wheel.
D. 7.50mm tread width (tread width will be measured from the outside of the decorative edge markings to the inside edge of the wheel)
E. The tread surface must be flat and parallel to the wheel bore
F. Removal of the inner and outer step is allowed as well as re-coning of the inner hub.
G. Wheel Bore treatment is allowed including polishing and/or tapping.
H. You may add material to the inside of the wheel to aid in balancing
I. Wheel covers may be used only if the entire wheel is visible
J. The following wheel modifications are prohibited:
1. Removing or modifying plastic material from inside the wheel
2. Grooving, H-cutting or V-cutting
3. Altering the wheel profile
4. Filling of any wheel surface with any type of material
5. Drilling holes in the sidewalls or tread area
6. Removal of BSA markings and spokes

From what I can tell, the Cheetahs should be ok, but it really hinges on point J.1. The Cheetah description doesn't say anything about lightening the wheel by removing inside material, but they are so light at 2.0g - I don't want to risk spending $30 bucks for wheels I can't use.

I'm also assuming that point C disallows the NPWDRL Mod. Is that the correct interpretation?

Based on the rule they would not be legal because material is removed from the inside of the wheel. The question is will or how they enforce that rule. Some packs will measure the thickness of the wheel tread.
