Is there a performance advantage of building a car at the 7" max length vs something slightly shorter, say 6 7/8" with the same wheelbase?

You want the car as long as possible within the rules. The longer the car the longer the time on the hill. The rules for the four main classes are 7 inch. Better to be slightly under than over.
