Yep, that just means make sure your fenders don't hit the rails and that they don't make the car too wide. Typical fender rule.

The way I read it, but then again I have been reading the rules wrong all along since I thought bent axles we’re allowed, is that you have to maintain 3/8 inch clearance with the track, which means the genders cannot extend lower than the bottom of the car, which would make no sense, putting it in good company of the no bend axle rule.
