Regarding bubble wrap - I have used the big bubble stuff without problems on some wide wheel cars such as Rat Rod, and and the short wheel based Mini Cooper. I would not dare use it on a razor wheel car. You need to completely isolate those wheels!

If possible the Legend shipping boxes are definitely the best. I totally agree Cycrunner!

I'm running low on foam myself. Every time a make a car with a different wheelbase, it never fits. The pink foam from Home Depot, is this it:

I have tried this, but you really need a router to cut it out correctly. A hot knife doe not work. I typically would use a hard pencil case and foam for electronics packing, but I have not found any laying around the job (I'm not crawling in the dumpster). I'm looking for something a little softer that I can cut with a knife or razor blade.

The legends boxes are nice, but I still need replacement foam.

What about searching for sculpting foam ?

In a bind, I have used the thick foam weather stripping with one sticky side before, works pretty well and you can easily cut pieces to place where needed.

I've thought about using this Kaizen foam, but haven't pulled the trigger on it yet.

Pipe insulation foam noodles would work in a pinch. There are plenty of other weather proofing or insulation foam at hardware stores.
