How about a U shaped axle jig?

Simple U shaped like some others out there, 3 Degree cant holes set back 5/8 from the edge so you can put the jig flush to the rear of the block and drill or adjust to where you want, by hand or press. Then 3 more drilled straight for the 2 front wheels and the 3rd for rail rider DFW, one of them up 1/16 for the non DFW. This could be on Shark Tank
 
It exists already and its VERY nice. Option to drill 3 degree or straight. Both are machined into a single tool.

Something like the one on the left which drills 3* holes for rear axles. I had a friend make it years ago and will be getting a new one done soon with drill guides etc. One end will do positive cant and the other will do negative. BTW the one on the right is for parallel holes, I use it for kids at workshops.
