How would you interpret rule?

My son and I are getting ready to build our first fendered car and I've been scouring through the pack and district rules to make sure that fenders are acceptable. I cannot find anything that prohibits fenders, only the following rules that exist in both pack and district rules:

11. Detailing: Details such as steering wheel, driver, decals, painting, and interior detail are permissible a long as these details do not exceed the maximum length, width, height, or weight. All details must be permanently attached.

12. No solid axles (PineCar brand) will be allowed. Only Official Pinewood derby axles will be allowed (4 nails, 1 per wheel). No wheel covers or hubcaps are allowed. It is acceptable to shape the shaft of the Official Pinewood derby axle. It is unacceptable to shape the round nail head of the axle.

My interpretation is that there is no fender restriction as long as anything attached to car doesnt exceed acceptable demensions and only that there cannot be anything covering the axle head on the wheel (sticker/hubcap). Anyone else ran fenders on a scout car and how did it go with checking in the car on race day? I don't want to put them on only to be turned away due to a rule interpretation.
 
We had our fenders stuck on with CA, but with metal tape on fender where we glued so we could
A. use fenders next year, and
B. take them off if District disqualifies.

Even though not against the rules, if another parent starts whining "Fenders give an UNFAIR advantage and should not be allowed", Some wishy washy judges might fold to the pressure- just saying
Lucky for us no one cared . ( but they might next year due to the pounding they got from that car).
 
We've raced fenders at scout races with the same rule 11. Somebody crying foul is always a headache. They had the same opportunity to use fenders as you did.
 
Even given the normally non-sensensical rules and their haphazard application at Scout races, I can't imagine how anyone could interpret those rules to say they disallow fenders.

Speaking of ridiculous rule application, a boy I helped had to drill a hole between his very obviously raised wheel axle and FDW axle during a District tech-in in order to prove that there he wasn't using a solid axle. And that was with a nail head on each end (as my friend Zeebzob pointed out) !! You can just imagine starting with a bad rule and then passing it on to even less knowledgable inspectors who have no clue why they are doing it.
 
do what we did....we put fenders on just the back and told people that these were the "wings" decoration for his car which was named blue rocket!

no one complained at all at our race and from what I can tell at last years districts there were a number of cars with fenders so its not an issue at our races....
