I ordered some wheel covers that came in today. I probably should have read more to understand a little better. I thought the inner hole of the cover fit over the inner hub but they don’t. Should I take a little drill and make them fit over the hub? And just use a little glue make them stay? If they ride between the hub and car wouldn’t that be considered some type of washer? Help please.

I would think so. If you are not allowed to use washers, I would not use the airshields as they are shipped. You can cut enough out of the airshield and glue them on so the hub can contact wood. People have done that. You could also use these:

B Regal is correct. If the wheel must ride on the body, you would need to drill out the center of the wheel cover. Mounting them can be tricky if you have to do that.
