"Pine car" wheels

I have found an adult derby at a local pub and rules #1 specifes as follows

"Cars MUST be built from official wood kit from (pub name here)"

Im asking a couple questions here...

1) do you interpret as all original pieces must be used (wheels ,axles and block)? Or just the block?

Seem fairly open as far as anything else you can do ...

Sorry got off on a tangent...anyway the kit is a "pinecar" kit the wheels are heavy and soft as butter....any tricks to make em fly?
 
Our local pub race says “boyscout” rules and only enforces 5 ounces. You may find your pub just trying to sell more beer on Tuesday night too.
 
Well not to be a downer but I see “from Kit” meaning everything in the kit is what is to be used.
I wonder the condition of that “public bar” track and wouldn’t want to send we’ll cut expensive wheels down it anyways. With all the speed do’s and dont’s, proper wheel and axles prep and tuning I would imagine with the knowledge available here you would be faster than most who are just building cars to run down the track for fun.
