Entry fee here had been $7/scout. They raised it to $10/ea and had a fairly drastic drop in turn out.
The District got various Packs to bring in tracks, so there was a track each for all the ranks. They ran the Web1 & 2 together, but under separate statistics. That is, same track, two races held at the same time (the software can run this). There was also a track for the Open classes.
They did not run an overall championship race. The Tigers race would always end early because of a low turnout, and people would head for the hills quickly. I think that with some organization, you can keep the kids involved and get a District Champion race going fairly easily.
There was an Open race for Dads and for Sibs. No trophies for either.

Our district does 2 scout races. One is a ranked scout heat where the top 3 racers from each pack are invited to race for free. There is a second open scout race with any entry fee held first that any scout can enter and if they win they are invited to race in the ranked scout race. They also hold a non-scout open race that anyone can enter for a fee. That usually ends up just being a sibling/girl scout race. If you get enough grown up interest you could split them out into a separate race so they aren't all competing against the girl scouts/siblings.
Pack: Top 3 in each rank (Lions through Web 2's -- 18 scouts) advance from Pack to District. Pack awards trophies for top 3 in each rank and top 3 overall---for speed, and 1st and 2nd place for both Leaders' Choice and Scouts' Choice design awards (4 total design trophies). And a 1 trophy for the fastest open class racer.

We only went to the district race here once so far. They run heats all morning until early afternoon. What they do is wait until six cars show up and run them as a heat ( 6 lane track). The winner of the heat advances to the finals that are run later in the afternoon. The rest either go home if they want or tweak their cars and pay to enter the next heat. When six more cars show up they run another heat. You can keep buying back in until you either win a heat, give up, or run out of time. I believe it was $3 to enter a heat. All ages are run together. They give out trophies for the top 10 cars in the finals. Any scout in the district can enter no matter how they did in their pack race and they are allowed to enter one car for each year they have been in scouting.
Our district race is open to all racers since some packs don't run races. The price is $5 per racer including the open adults and open children class.

The winners of these get a smaller trophy then we have a three car race just to get out which car was the fastest of the day.
We also have a few different design prizes(patriotic, scout theme, superhero theme,etc.) we give out to each rank and a small trophy for best of show.
