Repair help needed

Could use some advice here. After the beating my son's car took in his race (see IT'S NOT THE CAR, IT'S THE TRACK!! post), when we pulled the wheels off, the paint chipped around the axle holes, down to the wood. Therefore, every axle hole area is jagged and rough. I'd like to build the area up again and make it smooth to reduce friction for the district race.

What's the best way to make it smooth? Should I use clear coat? Nail polish?
 
Hard to say without seeing Xactly what it looks like. (have a Pic) but if it were me I would sand it ever so gently...probably start with maybe 400 grit and move to 6oo then 800 possibly 1000 grit. that would feather out and smooth up the paint chip, at that point I would burnish in some graphite into the wood...Try it on a scrap piece and see how it works
 
If it were me I would put a old axle in the hole and get a epoxy and fill in and up. You can sand down and polish the epoxy up pretty good.
