Rules Not Withstanding, What About the Outer Hubs?

I know that a lot of rules control what can be done with the outer hubs, but if allowed to do what you want with the outer hubs what is the accepted best practice? Or is there one? Or is there more than one?

I know it's not a new topic, but I wasn't having any luck finding it.

Cone the outer hubs but you need a lathe
