Should raised front wheel freely spin on a rail runner?

Hi All,

Just set up my first rail runner and made the front of my car fairly narrow. I couldn't drill the axle hole higher so I elected to bend the axle up. Unfortunately in doing so I messed up the wheel and now it's frozen. I just tested the car and notice there's still some wobble on the track. Would it be advantageous to have a raised front wheel that freely spins so if it makes contact with the center rail there's less friction? Thanks for the feedback!
 
The NDFW should not spin.

We don't want our wheels left to spin because there could be a harmonic that might move into the body of the car, causing a wiggle.

We do however, keep our tread edges polished in case there is a rub on the rail.
