Teflon tape vs CA/graphite mix on car body

Our Cub Scout organization allows the use of Teflon tape on car bodies at the axle holes. Most of what I’ve seen on the forum discusses using a CA glue and graphite mix, and little to no references to the use of Teflon tape as an alternative. Does anyone have experience as to which method is better? Only using the tape wouldn’t harden the car surface like the mix would, but that difference could be negated by simply applying CA before adding the tape. Also, not sure if it matters, but our rules indicate dry lubricants only on axles (no oil).
