My pack uses a track with out a rail in the center. Do I make the car go straight or do I still steer in to the outside rail? Is it a totally different set up?

Previous thought on this subject had been to create a rail-runner that steers to the outside rail. Negative cant on the DFW, raised NDFW, and negative cant on the rears (which are inset). I don't, however, remember hearing the results or seeing any testing.

I am, at present, building an experimental car that runs its front wheels within the confines of the rail of a Best Track (so, very similar effect as the track you're using).

Narrow the Dominant rear of the car so the front is wider. Keep the rears canted still and run the DFW in reverse with the bend pointing up and steer it into the outside rail. You'll need a spacer in between the body and the front wheel to keep a tight gap or you can make a little cone with body filler if you can't have washers. It's the same as running a center rail you just have to think in reverse.
