    If it were me, I would remove the balsa and tape over the entire bottom. Lacquer thinner or nail polish remover will help with the removal of the cubes.

    Fender/air deflection going straight back instead of the "figure 8"?

    You will find more speed in making sure the prep of the wheels is right, than redoing the fenders.
