The steering wheel was actually the center of one of the pine car brand wheels. I cut the tire off of the wheel and used an axel to hold it in place. By that point in the build, I didn't feel like trying to cut out a steering wheel on my scroll saw.

The point of eliminating the cups, is a space issue. To lay out eighty cups on a separate table can get confusing for the kids. Previously we had a car on a table with a cup directly in front of each car. We tied up several tables with this system. With the new rack in place, it's much easier...
