Advice for mounting wheel covers

I have 2 different sets of wheel covers. 1 set just had the axle size hole and the other has the holes that are bigger than the guns. How do I go about mounting the ones with the bigger holes so they are centered. I thought I saw somewhat that there was a tool you could use to do it but I can't seem to find one.
 
Let's see some pictures of what you are talking about. Solutions may come easier by seeing the problem.
Ok , I'll do that when I get home from work. They look similar to the to the ones John sells. The other ones look like they can be attached and centered correctly by simply putting the axle through it.

I use a short length of 3/8" plastic rod with a hole drilled thru the center slipped over a gage pin sized to the axle hole to mount those shields with the larger holes. I usually have to turn down the rod a little to get a snug fit, the holes on my shields were just under 3/8.
