advise on how to build

Hey guys, I would like to get a few opinions on how to build to comply with the rules. cub scout racing
-dry lub only
-4 wheels flat on floor, no cant
-no grooved axles
-wheel base must be between 3 11/16 and 4 11/16
-no light weight wheels
-5oz car

I plan on a ladder body with 1/64 birch top
I worry about the wiggles with 2+oz in front and 2oz behind axle
42 ft aluminum track
please help

No canted wheels, wheels must roll flat

You will be using straight axles and stock wheels.

A good set of wheels and axles that would work for you on derbydad4hire.com:
Wheels- BASX BSA Wheel - Black, Outer Hub fixed, size Tall
Axles- BSA Elite Speed (No groove and no pre-bent)
