Any additional prep needed?

Hello. I have 2 boys in cub scouts. PWD is next month. We have not had success the past couple years so I am really trying to get the boys a win this year. I have bought DD4H's BSA polished speed axles and Rage wheels with the legendary race prep for oil. Rail riding. I wanted to get a silver bullet tool but I think they were out of stock so had DD4D get me some pre drilled blocks instead.
My question is .... do I need to do any additional prep to the axles, like a Jig A Loo or something like this before oiling and assembly? I assume the wheel bores are good to go as they were specifically ordered for oil prep....please correct me if I am wrong. I know DD4H can answer this question but as I joined the forum I thought I would say hello and put the question out for any one to answer. Thank you.
 
Update......Boys did well. Each won their category, and now they want to race at the district. The wheels are dirty after the pack race......dust/graphite from the track, on the outside, hard to say what the bores might be like. Do I tear them apart and reprep or just wipe the outside with some ETOH? If a reprep is needed, can I clean and relube without ruining the wax in the bores? How?
