A long long time ago, someone clever filled up the bores with epoxy, drilled small bores and ran a needle axle car and just creamed everyone. Most inspectors can't tell if the wheel got epoxy and a re-bore, but they can look for needle axles, and that morphed into a lower limit of 0.084 that many cars would actually fail when folks get carried away in sanding the axles , but the axle where the judges can see it is still OK.
