I was wondering can anyone tell me are plastic washers legal in basx class. Just want to make sure before I finish my car

yes, they are legal. any type of friction plate is legal as long one dimension is approximately the size of the hub. the concept is to prevent any aerodynamic advantage.

Is a reversed raised wheel count as an aerodynamic advantage?

No - the raised wheel can be reversed, but it can not be covered. I have tried that and found no increase in speed and have watched the race videos. No one else is doing it either. This is a big "Monkey See, Monkey Do" hobby (Lightning Boy and the X3 design).
