Box Stock wheel Air Dams

On a couple of videos it appears as if some of the box stock cars are using air dam on the wheels. Since nothing can be attached to the side of the car, I'm assuming they are attached to the wheels itself. This would increase the weight of the wheel which could compromise the moment of inertia and thus decrease speed. I do not have a test track so is the benefit worth the loss from increasing the weight of the wheel? I have been trying different things to minimize the weight of the air dam.
 
Interesting. So it is ok to attach the shield to the car body as long as stays away from the axel. Solves the weight question since not on wheel.
