My grandson's car is down to paint, decals, and wheel/axle installation. It will still be below max weight (planning to add some to bring it up to 5 oz.). In its current condition, the center of gravity is about 1 1/4" in front of the rear axles. I have room to add weight near the rear but probably won't change the CoG much. How important is CoG?

Too far forward. I run 4.75" wheelbase and my COG is at 1/2" and I wouldn't go any closer. You want weight far back as you can as that where your speed comes from. I have 2 ounces behind the rear axle snd the rest in front of it

If I can get it to 3/4'' I'll be doing good. I'll try. I've read that 1/2'' is very aggressive. My axles are at standard position.

1/2 inch is very aggressive for alot of people. Thats not gonna work for every build in a scout level with all the various rules for different places. Try n scoot it back n do what you can. You can always take after thoughts on to your next builds.
