Lots of variables there. Some of them include: Tiny variation in hill angle and levelness of the flat. Two different start gates are employed. Two different types of start switches are used. Even a slightly different adjustment if they used identical switches would result in a variance between tracks.
My rule of thumb is, if it's fast on the league track, it's fast ANYWHERE!

If you have questions about the rules of any particular event, you're probably best served to contact the group running the event?
When you contact them for clarification, make sure to print out the email chain and bring it with you to the event in case the inspector gives you any trouble.
