You're only going to inspect wheels if you suspect someone is cheating. I mean ultimately if you want, put in the rules the 1st, 2nd and 3rd place winners will have a more through inspection of their cars at the end. This will be where you can take their wheels off and randomly weigh a wheel. That way the race is over so no cars were tinkered with prior to inspection. If a wheel is off (less than 2.4g) the racer is then disqualified and you go to the next racer (4th position). Seems a little extreme for a scout race, but there's been people known to cheat.
