".03 in time" is pretty arbitrary. Also, that's a huge speed increase on most tracks.
I suggest:
- Posting a pic of the car
- Describing how the car was built and what parts you used
- Listing out your rules
Folks ought to be able to give you some advice based on that.

How much time do you have until districts? Pictures tell a lot, post any if you can of the current car. It will be easier to give you guidance if we can see what we have to work with.
Lots of ideas and answers here! Like others have said, we need a baseline of what you have done and what the rules are before we can point you in the right direction.
