How are finals Determined?

How is it determined how many cars race in the finals of each class? I searched for this but had no luck. Is it 4 cars unless a builder doubles up?

I think they take the total amount of builders and take the top 20% to the finals.

To clarify, that is builders. So a class with 20 different builders the top 4 builders go to the finals. Of those top 4 if they have multiple cars that are faster then the 5th builder all those cars run in the finals.
