How hard to you press to burnish graphite into the wheel bore?

I have a pinecar axle that I polished to do burnish the wheels. Am I just supposed to roll the wheel gently or push hard or somewhere in between to properly burnish the wheel?

I use gentle, steady pressure as I roll the wheel with the rod and graphite inserted. Like, if the wheel were on your thigh, just enough to make a depression in the flesh.
