Just a quick checklist for the main points (stuff like "no wet paint" is just fluff that muddies the waters of the important stuff).

If, like in our district here, you have specific things like "all four wheels must make flat contact", I'd add a checkbox for "four wheels touching" and for "all four are flat".
Of course, you still can't be sure that the inspector will get it right. I am the pinewood chair for our Trail Life troop. We use Maximum Velocity kits, and one of the check boxes was marked "[] Maximum Velocity [kit] wheels".
