Machined concentric to the bore?

I have a few tires from different venders and I think I've come to the conclusion that the wheels are all machined to the outer hub and not the wheel bore itself???

What are you seeing that is causing you to think that?
 
Well when I spin them at slow speeds I"m seeing a wobble in most all, then I remember seeing how they mount them in the lathe. Seems to me that they hold it by clamping onto the outer hub itself? Therefore one would assume that the bore is perfectly centered already then there has to be a difference between each mold.

Are they mounting them on a rod and turning them? Or am I seeing the slop between the axle and the bore?
 
I think you are just seeing wheels that either aren't well balanced or have poor bores. I am in the minority on this, but I am REALLY big on wide wheels that spin smooth during a slow speed check. They just always seem to run better/faster for me.
