Must Run on 4 Wheels

My sons' pack this year is requiring running on all 4 wheels. Every year prior my sons were the only cars on 3 wheels (fishy rule change?). That aside, do y'all have any recommendations on best practices for running on all 4 wheels. They all four have to touch the track at the start of the race and they have to spin.

I have several grandsons who's councils/districts have this rule. We always use DD4H's plug and play block. John will drill the "4 on the Floor" holes in any block you choose, even a block right out of the BSA kit. Don't mess around with any other alternative. For 3 years in a row, my grandson's have never lost, all the way from Pack to Council. My favorite block for this is his "X frame", but he also has one with a single hollow all the way from the rear to just behind the front axle. Our cars are now hitting sub 3 on 42' tracks with this block.
 
You don't mention any requirement for the wheels to run flat. So...

Set up just the same as previous years, but this time have the NDFW touch as well.

Are you running canted axles? Cant the rears at ~3°. Put a bend of 3-6° in both front axles. DFW steers into the rail. NDFW steers same direction, but only touching just enough to spin the wheel.
 
Since the NDFW is going to touch I would also toe it out just a bit. It should only be barely touching but even so you want it contributing to the steer vs fighting against the DFW.
 
OPARENNEN: Our pack has a "Cubness" factor which is the % of work the cub scout works on the car. The less work they do the higher the penalty. So I have my boys drill/cut the car with my supervision.

Hey Greg,

I like the idea of the "Cubness" factor. That should make the rounds. It gives incentives for the cubs to work on their cars more.
