National scout rules?

I was talking to our local cubmaster yesterday when I ran their race for them, He suggested that there was a "new set" of "national" rules. He did not implement any changes from when my kids raced. Is there any validity to this? Personally I don't foresee this working, nor if there were such thing, I don't see them actually be well thought out.

Anyone heard of such?

I would like to see those Rules. Antiquated at best I beat.

As far as I know there is nothing "official" the closest and most popular are the Mid America derby and north star council rules
