New rule for my local district, better or worse?

So my council pwd committee was discussing loosening up the rule on wheels, we were strictly supposed to use the wheels and axles in the box last year. This year they modified the rule to:

A) The wheels and nails provided in the PWD kit or equivalent BSA wheels must be used.
B) Rough edges may be removed from the wheels.
C) The wheels basic dimensions may not be altered in any way including the thickness.
D) Wheels shall not have fins, slots, or airfoils cut into them.

Such vague language!

I believe the idea is that now the boys can use color wheels on their cars. But now I can buy the wheels but I can't use the better axles? Or can I?

Wait till they see the cars my boys built this year. They've never seen a tank racer with 10 wheels before.

Real simple. Buy BSA zinc speed axles. Use wheels out of the box and do not touch them. The boys/fathers I have mentored all have made it the Council championship rounds for three years running. In 2014, they finished 1 2 3, 2015 was similar beating cars with SS axles and expensive wheels. Concentrate on your prep.

That is some horrible verbiage there.

Personally, if it were me, I would just stick with the BSA axles and clean them up as much as possible. Davet might have some ideas for you there.
