Pack rules OD wheel tolerance

In my sons Council rules. The rules state you can sand the the the tread of the wheel but cannot shave and to be careful not to take too much off.What is too much and how would you know if there is no specified tolerance? How can they re-inforce this rule?

Any rule like that is open to interpretation. I would look at a set of cheetahs the OD is trued and not taken down much at all. Vague rules lead to trouble.
