So due to inclement weather, the race we were supposed to have a couple weeks ago was delayed three weeks from that point (race is a week from now). I polished and oiled (with the DD4H oil) the wheels a few days before the race was supposed to have occurred, but the car has been sitting since. My question is does the car need to be re-oiled, do I need to sit there and spin the wheels a bit at night, or what? I've heard you don't want to over oil the axles, I've heard the DD4H oil lasts for quite a few races, etc., but the car hasn't been racing. What does the car need this week before the race given it was prepped a few weeks prior to the race?

How have you been storing the car? If you have it put away in a box it should be fine. I know some people keep it in a plastic bag if stored a while. I would take it out and run it down your tuning board a few times the night before the race again to get the oil worked around the bores if it started to settle.
For sure do not add oil.... your only two choices are leave alone or reprep.... reprep would involve taking car apart, cleaning bores, reapplying wax, cleaning axles, reapplying Jig (or similar), oil, reassembly, re-tune... I would probably just leave it alone, but maybe others have had more experience with prepping cars 3-4 week in advance.
Great, thanks. The car has been resting wrapped and inside a box, on it's top (resting with wheels up). I have no interest in doing a full re-prep, so I'm glad that's not the recommendation. This is my daughter's first race - nothing crazy and professional. I want her to go fast - but I don't care to put much more time in it if I don't need to.
In a bag or box on a high shelf is good advice. Very tempting to play with the car if not out of reach (From you too! LOL)
If possible, I would run it down a track about 5 times, then tuck it away. Wait till the last minute to make the 5 runs.

You really do not need to do anything or be concerned about where it's been stored. IMO
DerbyDad's BASX is stored on the table out in the open and it's been running fine month to month.
