Do you pin it tight so it does not move or leave a gap so it free wheels like the other wheels?

Keep the lifted wheel tight. If it vibrates it'll slow down the car.

If rules do not state all wheels must "spin freely" push in tight

If you can spin it with your hand, that's spinning freely. I always interpreted that rule as, freely=not glued or bound in place so that the wheel wont turn at all
