Rule interpretation

Getting ready for our first cub scout pack derby, and while reading through the rules came across a part where they do not allow graphite at the track due to the mess it has created in the past. The race is held at a local school gym. My question is how would you interpret the lubrication rules below? I think I can make an argument for oil or Jig a Loo (I have a can left over in the garage)

I'm wondering if they mean they don't want your scout bringing graphite to the actual track. Not if treating the axles / wheels with graphite.

Does the rules specify oil is banned? Has anyone else ever run into this?

I was basing my answer on assumptions. I could not see the Rules if you had them attached as images.

I do believe that graphite is allowed, but not at the track. I have edited the original post with links. Let me know if you can see the rules now.
 
Yes graphite is allowed.....they are saying no use of lube at the track...ie at the gym or mall. I've seen rules like this before since various venues allow scouts to use their space they don't want a mess.

That part I understand. What I was wondering is could I get away with jig a loo or light oiling under the interpretation of the rules?

I interpret 2.9, line 4, which reads as follows: THE FOLLOWING ITEMS ARE PROHIBITED "4. Liquids, wet paint, oil, sticky substance, or powders of any kind (other than axle lubrication) as those items are prohibited unless used as axle lubrication, meaning I can use oil on the axles. Would this be a sound argument?
 
It means the winner will use "oil", but he will not ask if it is OK because the answer will be NO.
However- if done correctly so that touching the axle with a strip of newspaper on a finished assembly produces NO change in color, you have a "dry" lube. Too much "oil" and that test will fail you. ( or you can suck up all the excess with a little strip of paper and have both a clean axle and a faster car.)
