scout build wind deflectors

On a scout build, I'm afraid to cover the entire wheel cavity with a wind deflector (due to not being able to see the back of the wheel). Would it be better to have no deflector, or one that covers the top 2/3's? Would it act as a pocket, and do more harm than good? Also, what about wind deflectors on the front?
 
Most scout races have some sort of phrasing about the lettering inside the wheels. The "full wind deflector" would make the wheels unviewable and likely would thus be illegal.

As to how effective they are, I don't know. I've seen them on cars. And I've seen those cars beaten by cars that didn't have them. There is so much to get perfect before the difference of "deflectors" or not would be seen.
