Street Rod and tape

I'd like to submit a street rod in the upcoming February race but my car has some details that suck. I hope there are somethings I can do to make it suck less. The NPWDRL rules state...

"Tape can be used only to hold the body to the chassis and cover the bottom but not to create aero advantages."

I interpret that to mean I can cover the bottom with tape even though it creates an "aero advantage." Is that the way you understand that rule?

What the rule means, is that you are not allowed to tape holes in the body closed... The chassis underneath is a different story. Almost everybody tapes the bottoms of their cars...
