Two or Four dowel pins per section?

With a two lane Best Track would I only use 2 dowel pins per combined section?
The outermost left and right corners or also use the side by side center ones as well?

Here is a picture showing a better example of what I was trying to ask earlier.
The directions from Best Track are unclear to me.
Should I only use dowels in 1 and 4 or should I use dowels in 1,2,3 & 4?

If you go to the 3:57 in the Assembly Video 1st Time at http://www.besttrack.com/Assembly Videos.html it appears they are doing 1,2,3,4 in your drawing.
