Not so sure that any old lube should be allowed, at least not to be applied at the race. We had one dad bring his can of WD-40 and lubed his kid's car at the race. A cloud of that stuff was in the air and settling on everything around him. Maybe disallow use of lubes in pressurized containers at the race venue. Use it at home, not at the race. Of course, with that car, the stuff was oozing out of the wheel bores and dripping off the wheels.
We allow any lube to be used, but we do try to catch over application at check-in. If any car shows up at check-in and oil is oozing out of the bores or dripping off the car, it is handed back to the racer to clean off the excess. With a graphite lubed car, we shake the car a bit and if a bunch of graphite falls off it, it is handed back to the racer for cleanup. IMO, checking for over applied lube is something that should be added to the start of check-in for every race. That will help keep the track from getting fouled, with whatever lube it may be.
