Axle location

I was just wondering what is the best distance from the bottom of the car body to drill the axle holes for a three wheel rail runner. I had a friend tell me 3/32 rear and 1/8 DFW. What is the standard? Say like for BASX class.

5/32" and I believe this is also what the drill fixtures are set at.

Really? That's more than the axle grooves in a standard block. You drill all four the same? The DFW being bent down opposite of the rears. Wouldn't that make front of the car higher?
