Council Rule Discussion

Gentlemen ......... There was an excellent discussion that I missed out on that involved Council/Disteict rules that was said to be perhaps the best set of rules ever developed. Was wondering if some could send me a link to that thread. I am now in charge of standardizing our local Council's rules and would like to study that thread. Thanks!

The Northstar council is pretty good, allowing oil and keeping wheel modding to a minimum. The Mid America race is very liberal with wheel mods but I think they still keep to graphite only for their local council scout race.
