For our Pack, It is only for the Dad's that know how to build a 3 wheel car. They only concentrate on the fast cars. At last nights committee meeting I brought this up and he said, "If it is done by accident and you can tell they didn't know what they were doing, then it is fine." "It is more for the people that know how to build these cars," he continued to say.
Blah Blah Blah. Just have a build day with a set number of tools out and say this is what you have to work with. He is fighting a losing battle by saying some rules are good for some and not others. If they want to be fast then do the research and build a fast car. IMO. It obviously is all out there on the web.
