Raising one wheel that barely touches the ground

Derby dust had a video for a four wheel rail rider but only showed it from one angle. I want to have one wheel that barely touches the ground. What is the best way to do that. Do I drill a hole above the slot and use a bent axle??? What are everyone’s thoughts on the matter? The rules state to have all four wheel but does not say anywhere that they all four have to touch the ground. That is my other dilemma. The driver for this was An email sent by a well intentioned person that contradicted the district rules by a statement saying that all 4 wheels must touch

You should have the rules clarified. If the official rules don't say they all have to touch, then they don't. You might point out to the well intentioned person that having rules that are more strict at a Pack level verses the District or Council, puts your Pack racers at a disadvantage when they do race at the District or Council.
