Shaving Wheel Outer Hub

Looking at the outer hub area on my wheels they are all ruff and a couple have marks on them. Is it common the shave the outer hub to clean them up. Should the outer hub be smooth like the inner hub is?
 
That area is critical as all the other areas. If your rules say you must use the step, then get new wheels is the simplest way. If you can't afford new wheels, then depending how bad the cut or scrape is, use either a 1/4 inch sperical or cylinder polishing bob and smooth it out. If it's not bad then use a mushrroom bob or a foam aluminum auto wheel bob to polish the step. Getting the step symmetric will be tough without a lathe using the polishing bob. A hand drill is good enough for the foam or mushroom. I'd advise getting new wheels until you have experience with the polishing and smoothing of plastic.
 
All of the outer hub BSA wheels have 2 mold lines and are a little pitted looking. There should be an easy way to polish this area, but I don't have one... Pony Expresses method sounds solid and ZZ posted that he uses a short q-tip stem when polishing the bore and the polishes this are while spinning the wheel with the drill.... both sound better than my no method.
