Wheel Fender Idea

As a huge racing car fan, I was thinking has anyone tested or tried a fender that has slots in it or a hole at the top (if using a full rapped fender). P1 24 hour racing cars have them on there cars to remove air turbulence in the wheel wells. I would think putting full fenders on may create a small amount of this Turbulence at least on the 3 touching wheels. I don't have a track or tools to even attempt such a fender.

The first link didn't work for me. But, if the same as the second link, I'm not sure how beneficial it would be. Such a fender would be taller than the wheel, so would be pushing that much more air out of the way. It's possible, though, that the benefit would outweigh the tall fenders.
 
The air pressure that we're dealing with in PWD is so small that we really can't afford to increase the frontal area beyond the size of the wheels and minimal body or it quickly turns into a losing proposition.
