You can have your opinion, but IMO it's incorrect. It's practically spelled out for you. The Stock rules say "BSA axles". Pro Stock says "You may or may NOT choose to use the BSA axles". There is literally no way you can interpret that as anything other than "you can use any axles you want as long as they are nail-type". If you CHOOSE to NOT use the BSA axles, what the heck else is there? Aftermarket, a.k.a, "Vendor". Unless you happen to have a lathe and made your own, and that's the exact same thing.

Plus, they have the "rules" then they have the "rules specific to Stock/Pro Stock". Pretty dumb to do it that way, really.

And our axles passed. The guy stuck a magnet to them, it didn't stick. He had something to say about it. "Nickel axles are unfair". I told him exactly what the axles were (aftermarket, stainless, not nickel, lol.... DD4H 92 TX's to be exact) and that the rules said you could use them. He called the head guy over and that was confirmed that they were okay.

So that closes the case. It's not the they were "letting them through"....that's what the rules meant.

Last year was last year. My son was a Webelo II in 2016 so we weren't there in 2017. Couldn't tell you about the "why", but I will hazard a guess that they were trying to tighten up the rules a bit. I can tell you that this year's rules are a bigger mess than they were. I've suggested to them that they could use Mid Am or the NSC rules but apparently they didn't want to.
For Pro Stock, you SHOULD be able to use aftermarket wheels and axles. What the heck is "Pro" about it otherwise, other than the wheelbase? But whatever, we're done unless some of our younger Cubs we help decide they want to go to New York.

What is pro about the prostock is that you can have a lifted wheel, drilled axle holes, longer wheel base, cone the wheel hubs, groove the (BSA) axles and a few more. Last year we ran the TX axle and had no problems with the inspection. We didn't even have the axle peak holes, which I think were asked for to prevent people from running full length axles. IMHO after market axles should be allowed for the pro-stock race, it is just a pain to prepare those BSA axles, especially get them straight. I think the rules are clearer this year, however also more restrictive. If you follow the rules to the tee you would not be allowed to put anything on the car that is not sold by an official BSA store except decorations and fenders. So if I used HVAC tape I could be breaking the rules already. Use a plywood cover, oops, breaking the rules. Wait which graphite are you using? Anything else than hob-O-Lube is not allowed. And those tungsten bars, sorry the BSA scout stores do not sell those please take those out. The only things they could really pick out are the HVAC tape, which you can claim as a decoration (nice and shiny) and the tungsten bars, not sure I can claim those as decorative.
 
This is a little out of character for me but I just can't resist. This morning I told Zeebzob and Laserman "I'm sure that Ember has sent DD a private message sucking on his balls and asking for forgiveness." ...... Well I was wrong he called him. LOL
